Yeah. It'll be a Specialization Training track just like the others, but unlocking access to that track will not be through a mastery. I believe the current belief is that Elite Specializations are available for "training" (i.e. throwing hero points into it) once you reach level 80.

You get access to your elite specialization at level 80. You need to train it with hero points, just like your other trait lines, but it takes 250 HP to train. New elite specs are always OP which is fair, players have fun while devs gather feedback. But after there was enough feedback new elite specs get nerfed down. So my concern is that by the time EoD releases first beta tested specializations will end up nerfed compared to the later tested ones.
You can pvp but most meta build use elite specialization and with most classes you will be in disadvantages with only core build. Raids are locked and while you can do fractals it is harder to get agony for t4 fractals without mastery and same as in pvp most meta build use elite specializations.
As the poll is confusing as all get out to me, here's my thing.The only thing I want free of the elite specs is the ability to equip the weapons. If I fully complete, as in pump all those hero points into it to completion, I would like to have the ability to equip that weapon and not have to use the elite spec.
The entire game changes at 80 even without elite specs -- and yes, elite specs change it even more. There are multiple builds you can try in order to find something that fits your playstyle. Every class absolutely has its own identity, and each elite spec changes that even further.
